Sabine Campe is co-founder of Open Consultants. She is a leading expert on global health, organizational development and government affairs. Sabine has advised numerous global health and development organizations on strategy, organizational development, and government affairs and draws on more than 15 years of professional experience. Sabine has published a wide range of articles and papers on international development and global health. She holds an MA in Political Science and studied at Columbia University’s School of International and Public Affairs (SIPA) and Freie Universität Berlin.

Marco Schäferhoff, PhD, is co-founder of Open Consultants. He combines over 15 years of management and consulting experience with in-depth expertise in global health financing and policy. An expert in development economics, Marco has led numerous projects involving benefit-cost analysis. He has worked in a range of development sectors, including health, education, nutrition, agriculture, and energy. Marco served as a member of The Lancet Commission on Investing in Health and has published widely on development financing and policy. He holds an advanced degree in Politics and a PhD in Political Science.


Maximilian Foppe
is a public affairs and strategy expert with ample experience across policy issues and different European markets. At Open Consultants, Max advises clients on strategy development, political risk analysis and public policy. Max held previous positions at a political consultancy in Berlin and at Friedrich-Ebert-Stiftung’s New York Office. He studied European Affairs with a particular focus on economics & business at  Sciences Po Paris and Maastricht University.
Shantih van Hoog
is an experienced strategy consultant with a focus on global health and innovation. She is a medical doctor with over 10 years of experience in global health. As an Associate at Open Consultants, she focuses on strategy development and strategic research. Shantih previously worked with UNAIDS and the Dutch Ministry of Foreign Affairs, where she was a member of the Dutch delegation to the board of the Global Fund to Fight AIDS, Tuberculosis and Malaria. She also previously worked with BKB, a Dutch campaigning agency specialized in creating narratives and partnerships for social change. Shantih graduated as a medical doctor at the University of Amsterdam, with extracurricular courses in tropical medicine, human rights and journalism.

Sara Fewer is a global health policy expert. As an Associate with Open Consultants, Sara conducts analyses on health financing and health systems, on topics including international collective action in health and sexual and reproductive health and rights. Sara also serves as Co-Director of the University of California, San Francisco Global Health Group’s Evidence to Policy Initiative and works with the Swedish Institute for Global Health Transformation. She has Master degrees in public policy and public health from the University of California, Berkeley.  

Sebastián Martinez is an expert in quantitative methodologies with broad experience in policy evaluation. As an Associate with Open Consultants, he focuses on developing in-depth analysis of data, gathering insights from financial information for public and global health. He is currently a PhD candidate in Statistics at the University of Glasgow, researching the effect social networks have on public health outcomes. Sebastián has a Master degree in Public Policy from the Hertie School of Governance in Berlin, Germany, and a Master degree in Economics from the Universidad de los Andes in Colombia.
